We will accelerate the improvement of rules and regulations on bidding and tendering, construction permits, and completion acceptance of general contracting projects. In accordance with the principle of overall responsibility of the general contractor, the responsibility of the general contractor of the project shall be fulfilled in terms of project quality and safety, progress control and cost management. Except for the projects that are included in the general contract of the project and must be subject to tender according to law in the form of provisional appraisal, the general contractor may directly contract out other professional businesses covered in the general contract."

The Ministry of Housing and Urban-Rural Development issued the Notice of the Action Plan for Prefabricated Buildings during the 13th Five-Year Plan Period, the Management Measures for Model Cities of Prefabricated Buildings, and the Management Measures for Industrial Bases of Prefabricated Buildings.
 

The Ministry of Housing and Urban-Rural Development has organized relevant units to compile the Key Points of Technical Examination for the Design Documents of Prefabricated Concrete Structure Construction Drawing in accordance with the Technical Specification for Prefabricated Concrete Structure and other technical standards.

The Ministry of Housing and Urban-Rural Development mentioned in the letter about soliciting the "Special Grade Qualification Standard for General Contractors in Construction" (draft for soliciting opinions) that the construction projects in the engineering performance of the enterprise have undertaken the construction general contract or main project contract of 3 of the following 4 types of projects in the past 5 years, and the quality of the projects is qualified.
 

(1) buildings with a height of more than 120 meters;
 

(2) reinforced concrete structure single span more than 30 meters (or steel structure single span more than 36 meters) of 2 construction projects;
 

(3) Construction projects with a single contract amount of RMB 500 million or more in the form of general project contracting;
 

(4) Prefabricated construction projects with a height of more than 60 meters.
 

The Ministry of Housing and Urban-Rural Development has compiled and issued the "Consumption Quota for Prefabricated Construction Projects", which will be implemented on March 1, 2017. The Consumption Quota of Prefabricated Building Engineering shall be used in combination with the Consumption Quota of Building Construction and Decoration Engineering (TY01-31-2015), and the related installation subitems of prefabricated building components (quota No. 5-356 ~ 5-373) in the original Consumption Quota of Building Construction and Decoration Engineering (TY01-31-2015) shall be abolished simultaneously.
